On September 7, 2000, the Executive Branch of the Government of the State of Baja California, acting as the Settlor, and BBVA Bancomer Servicios, acting as the Trustee, entered into the Public Administration Trust Agreement known as FIDEM — Fideicomiso Empresarial del Estado de Baja California.

On July 30, 2004, following a resolution adopted during the Third Regular Meeting of FIDEM’s Technical Committee, the original Public Administration Trust Agreement signed on September 7, 2000 was amended to bring its provisions into compliance with applicable regulations and improve its operation, resulting in an Amending Agreement.

In 2023, the Trust Agreement’s regulatory framework, Operating Rules and Operating Manual were amended. The agreement establishes the composition of the Technical Committee, as well as FIDEM’s operations, responsibilities and objectives.
