The Professionalization and Organizational Development Program for Playas de Rosarito’s Gastronomy and Services Ecosystem represents Phase 1 of a comprehensive business development model designed to be implemented in three progressive stages.
The initiative addresses a high level of structural informality among micro and small businesses in the restaurant and service sectors. Key challenges include the lack of organizational charts, undefined roles and responsibilities, excessive operational dependence on business owners and the absence of performance indicators.
These conditions can limit profitability, create barriers to formal employment practices and reduce regional competitiveness compared with established tourism destinations.
Implementation Approach
The program includes a three-month technical assistance process with biweekly group sessions and applied advisory support, working directly with each participating business.
Participants will develop practical management tools, including:
- Business identity
- Organizational philosophy
- Functional organizational chart
- Job descriptions
- Responsibility matrix
- Four basic operational KPIs:
- Expense control
- Employee turnover
- Average check
- Operational compliance
Next Phase
This phase establishes the foundation for a scalable model leading into Phase 2, focused on organizational consolidation and internal culture.
The project also includes methodological support, technical follow-up and documentary verification to ensure practical implementation rather than limiting the initiative to theoretical training.
